L&D Firm – Infrastructure Establishment

A small leadership and development firm wanted to sell their services to the Federal Government but struggled with navigating the marketplace.  

PPSI conducted research based on historical contract awards and determined there was a high demand for L&D training within the Government, especially the military / DoD.  We also found that the two primary contracting vehicles used were open solicitations (RFPs posted on beta.SAM.gov) and GSA schedules.

With this research in hand, we built the company’s infrastructure to support doing business with the government by looking at accounting practices, registrations, socioeconomic status, and management organization.  Then we created workflows, templates, and notional timelines to prepare for submitting bids on potential contracting opportunities.

After several months of hard work, the firm has been awarded two contracts with the DoD, formed relationships with several agencies and are in talks to market their services across additional areas of the government.

SMB – Proposal Writing

A small business identified several federal contracting opportunities that they wanted to respond to, but needed help creating a compelling and professional looking proposal.  They were concerned about their proposal addressing all the technical requirements from the RFP. 

The first thing we looked at was the process currently in place to verify that we were working to a viable plan.  From there, we reviewed the RFP and dissected all the requirements so we could map them back to specific sections of the proposal.  This effort served to verify that all requirements were met (or at least addressed) in the proposal prior to submission.

Next, we organized the response, assigned authors, and created the narrative and graphics created.  Working with the management team, we assembled a cohesive proposal that had a natural flow, included all the required elements, and incorporated the company’s win themes throughout the narrative. 

Win or lose, we submitted the most competitive proposal for the company and left them with the tools and templates needed to continue submitting high caliber proposals in the future.

Major Defense Contractor – Contract Management

A federal defense contractor was performing a $10M+ design contract for the U.S. Navy when their program manager took another position.  With no one to fill the void within the company, we stepped in, having already performed some work on the contract (proposal writing, technical consulting). 

We worked with the contractor’s engineering department alongside the Navy’s technical team to produce innovative design elements to support the Navy’s limited budgetary constraints.  The technical deliverables required by the contract included a very strict delivery schedule. 

We interacted with the contracting officer and the Navy’s technical team to ensure that all deliverables were submitted on time and under the budget threshold.  With our organizational and project management skills, we ensured contractual compliance and the highest customer satisfaction.

USAF Skills Workshop – Contract Management

A small business had just been awarded a contract with the USAF to perform a series of training events.  This was one of their first federal contracts where the company was not initially expected to win, so the unexpected award caused them to need help managing the effort. 

We reviewed the contract in its entirety and began setting up some tools to help properly manage the execution.  A detailed timeline was created including required deliverables and key status meetings.  This helped us adequately prepare for upcoming training sessions and ensure that everything was delivered to the customer on time.

Managing this effort with upmost rigor was key since this was one of their first, and it needed to be performed flawlessly to help them establish a solid past performance portfolio.  We understand how important this is for the small business and worked hard to make sure the contractual obligations were met, and customer expectations exceeded.
